The New Jersey Association of Counties (NJAC) held its one day, in-person Summit on Friday, December 16th.  The program began at 10:00 a.m. at the Trenton Country Club in West Trenton, NJ.  There were two panel discussions:  Human Trafficking As A Criminal Enterprise and Prevention and Resources for those Subjected to Human Trafficking.  Key law enforcement officials examined how human trafficking exploits men, women, and children for prostitution, pornography, domestic servitude, migrant farm work, and more, and how it has grown into one of the largest criminal enterprises in the world.  Coun...

On November 9, 2022 at 10:00 a.m. to 11:00 a.m., the New Jersey Association of Counties (NJAC) hosted a free virtual workshop titled, An Overview of the Opioid Settlements.  This joint presentation by leadership in the New Jersey Division of Law and Department of Human Services, provided a comprehensive overview of the $641.0 million in opioid settlement funds paid to the State and local governments through 2038 and of which included recommendations on the treatment, prevention and other strategies to combat the opioid epidemic. HEALTH BENEFIT INCREASES On September 14th by telephone conference, the State Health Benefits Committee (SHBC) summarily approved unprecedented health benefit insurance rate hikes for local governments participating in the State Health Benefits Program (SHBP) by a vote of 3-1-1 with an overview of the outrageous increases summarized below. NJCRC Guidance on Workplace Impairment

Below is the interim guidance on “workplace impairment” issued on Friday by the Cannabis Regulatory Commission (CRC).  In general, the CRC determined that “pursuant to N.J.S.A. 24:6I-52a(1), and in accordance with all state and federal laws, an employee shall not be subject to any adverse action by an employer solely due to the presence of cannabinoid metabolites in the employee’s bodily fluid as a result of engaging in conduct permitted under N.J.S.A. 24:6I-31 et al.” However: Employers have the right to maintain a drug free workplace consistent with the requirements of N.J.S.A. 24:6I-...
